LA City Council Ignores New Development in the Decline of Billy's Health and Votes to Go Forward with the $42 Million Exhibit

New evidence was presented indicating that Billy's health has declined over the last month or so. Expert testimony confirmed the seriousness of Billy's condition and stated concern that it will get worse due to the conditions at the zoo. The zoo's chief veterinarian testified that Billy is only examined twice a month and he was therefore unaware of the new development. Based on the the zoo veterinarian's testimony, council quickly dismissed the evidence.

After hearing public comment followed by further testimony of zoo officials and supporters, City Council voted to continue the Pachyderm Forest Project based on the purported grounds that abandoning it would cost the city more than it would to go forward with it. The city's finance department estimated that to make modifications to the existing plans in order to care for animals other than elephants, it would still cost in excess of $31 million; however no evidence or detail was ever presented to substantiate the same.

The majority of council members seemed to quickly forget about key evidence recently uncovered regarding the zoo's history, namely their proven inability to care for elephants as documented by the death of at least 14 elephants under their care.
